This is a good way make the viewers eyes zoom in on a subject which otherwise might be lost in the photo.

Go to Filter > Noise > Add Noise

Next go to Filter > Blur > Radial Blur

Go to Image > Adjustments > Levels and adjust as you desire.

Using the little box with the circle in it at the bottom of the layers pallet create a vector mask.

With your colors set to default black and white use a paintbrush and paint through the areas where you want the most detail. (set your brush to a lower opacity for edges)
